2.4. Для установления грамматической функции слова в конкретном предложении запомните так называемые строевые слова – признаки, являющиеся определителями существительного или глагола.

2.5. Говоря о многозначности слов, мы обращали Ваше внимание на то, что одинаковые по форме слова могут относиться к различным частям речи, выполняя различные синтаксические функции, и иметь различный смысл. Не забывайте, что подлежащее стоит на 1 месте в повествовательном предложении, сказуемое – на 2-ом месте, дополнение – на 3-ем месте, обстоятельство может находиться либо в конце предложения (на 3-ем месте, если отсутствует дополнение, или на 4-ом месте), либо в начале его перед подлежащим, тогда оно занимает нулевую позицию.

В 1-ом предложении слово suspected стоит на 2 месте, значит, это глагол – сказуемое с окончанием -ed в Past Indefinite Tense. Перевод 1-го предложения – Они подозревали его в нарушении закона.

 

Во 2-ом предложении опорное слово suspects вместе с его определением some занимает 1-ое место, значит, это – группа подлежащего, состоящая из существительного и местоимения. Перевод 2-го предложения: Несколько подозреваемых были арестованы на прошлой неделе.

 

2.6. В английском языке очень часто существительные, стоящие подряд, употребляются в функции определения без изменения своей формы. Главным, «ядерным» словом в такой группе является последнее, а все предшествующие ему существительные являются определениями к нему. Такие существительные – определения могут переводиться прилагательными, существительными в косвенных падежах или предложным оборотом. Порядок перевода обусловливается смысловыми связями между определением и определяемым словом. Итак, перевод следует начинать с последнего существительного – например: state property – государственная собственность; the criminal detection department – отдел уголовного розыска; economic crimes department – отдел по борьбе с экономическими преступлениями; the security of government employees programme – программа по обеспечению безопасности высших правительственных служащих.

2.7. В английском языке некоторые самые частотные глаголы употребляются с послелогами, образуя новые понятия. В первую очередь глаголы: to get, to be, to make, to go, to put. В словарной статье глагол с послелогом находится после основного значения глагола и отделяется обычно знаком типа ромба или прямоугольника. Например: to get – доставать, добывать, получать; to get away – удрать, улизнуть. The prisoner got away – заключенный убежал.

2.8. Характерной особенностью научного текста является наличие в нем терминов. Трудность перевода заключается в выборе для данного контекста значения. Чтобы избежать ошибок, прочитайте текст или отрывок от начала до конца, установите, о чем идет речь и, опираясь на контекст, определите, к какой области знаний относится понятие, выраженное этим термином, например: слово case может иметь значение «случай, обстоятельство» (литературное употребление), «судебное дело, прецедент» (юридический термин), «заболевание, случай» (медицинский термин), «падеж» (грамматический термин).

Иногда при переводе специальных текстов приходится применять описательный перевод и передавать значение английского слова с помощью нескольких русских слов, например: to impeach – «обвинять гражданское должностное лицо в ненадлежащем исполнении своих обязанностей».

Лексическая система английского языка характеризуется наличием так называемых слов – интернационализмов, имеющих различную языковую этимологию. Их графическое сходство не всегда гарантирует абсолютную семантическую адекватность. Например, an arrest – «арест»; criminal – «уголовный, криминальный»; но international – не «интернациональный», а «международный» и т.д.

Правила образования множественного числа

Резюме и жизнеописание.

 

Резюме является кратким изложением данных о Вашем образовании и профессиональном опыте и включает, в том числе, краткие биографические справки. Объем резюме не должен превышать одной страницы.

Жизнеописание отличается от резюме объемом, и пишется обычно претендентами на руководящие должности. В нем следует дать более подробную, чем в резюме информацию о себе, своем образовании и квалификации.

Как правило, резюме и жизнеописание включают следующую информацию:

Text B. THE MONARCH

 

«Her Most Excellent Majesty Elizabeth the Second by the Grace of God, of the United Kingdom of Great Britain and Northern Ireland and of Her other Realms and Territories Queen, Head of the Commonwealth, Defender of the Faith» is the official Head of State and, for many people, a symbol of the unity of the nation. For a thousand years England (and later the whole of the United Kingdom) has been united under one sovereign. The hereditary principle still operates and the Crown is passed on to the sovereign’s eldest son (or daughter if there are no sons).

The Queen has a certain role in state affairs, not only through her ceremonial functions, such as opening Parliament, but also because she meets the Prime Minister every week and receives copies of all Cabinet papers.

Functions of the Sovereign are as follows:

- opening and closing Parliament;

- approving of the appointment of the Prime Minister;

- giving her Royal Assent to bills;

- giving honoures such as peerages, knighthoods and medals;

- Head of the Commonwealth;

- Head of the Church of England;

- Commander-in-Chief of the armed Forces.

The powers of the monarch are not defined precisely, however. Theoretically every act of government is done in the Queen’s name – every letter sent out by a government department is marked «On Her Majesty’s Service»- and she appoints all the Ministers, including the Prime Minister. In reality, every­thing is done on the advice of the elected Government, and the Monarch takes no part in the decision-making process. Many members of the Royal Family undertake official duties in Britain and abroad. Their various responsibilities reflect tradition, their own personal interests and Britain’s former imperial status. For example, among her many titles the Princess Royal (Princess Anne) is Chancellor of the University of London, Colonel-in-Chief of eleven Army regiments, and President of the Save the Children Fund.

The Royal Family’s money comes from two sources: government funds and their own personal wealth, which is considerable. On the one hand the Queen is certainly one of the richest women in the world, while on the other her power is limited by the fact that so many of her expenses are paid for by government money. Parliament has had control of the monarch’s finances since the seventeenth century.

A survey in 1989 found that 71 per cent of people in Britain thought that the Royal Family offered value for money. As many as 74 per cent thought the younger Royals should «get proper jobs».

The House of Lords has more than 1, 000 members, although only about 250 take an active part in the work of the House. Members of the House of Lords are not elected, they sit there because of their rank and do not receive a salary. There are 26 Anglican bishops, 800 hereditary peers, 11 judges and 400 life peers. The chairman of the House of Lords is the Lord Chancellor, who sits on the Woolsack.

The Sovereign’s throne is in the House of Lords, and the Queen sits on it once a year to make her speech, prepared by the Government, at the opening of an annual session of Parliament.

Members of the House of Lords debate a bill after it has been passed by the House of Commons. Changes may be recommended, and agreement be­tween the two Houses is reached by negotiation. The Lords’ main power consists of being able to delay non-financial bills for a period of a few months, but they can also introduce certain types of bill. One of the oldest functions of the House of Lords is judicial. It works as the highest and final Court of Appeal.

The House of Lords is the only non-elected second chamber among all the democracies in the world, and some people in Britain would like to abolish it.

Text A. US GOVERNMENT

 

The operation of the US government is based on the US Consti­tution which was adopted by Congress in 1789.

Under the federal system of government some of the most important powers are given to the federal (or national) government. The rest of the powers are exercised by the states. The national government is composed of three branches: the executive, the legis­lative, and the judicial. Certain powers are given to each of the branches, but these powers overlap in such a way that the powers of one branch are limited by the powers of the others. This arrangement is known as the system of checks and balances. It is a basic part of the structure of the American governmental system. No person or insti­tution can have unlimited authority. Each branch of the national government shares and limits some of the powers of the other branches.

The system of «checks and balances» is clearly illustrated by the president’s relations with the Congress. The president proposes legis­lation, but the Congress does not have to enact it. He cannot put a treaty into effect without approval by two-thirds of the Senate. In 1973 the legislature limited the President’s powers as commander-in-chief by prohibiting commandment of armed forces abroad for combat without specific congressional approval. The Senate must approve most of the president’s appointments to the executive and judicial branches.

Another example of «checks and balances» is that the Congress must authorize money that is used to pay for programs which are administered by the executive branch. In this way the legislature exercises an important check on the executive branch and the power of the president. The financial authority or spending power of the legislature checks the spending power of the president.

Text A. THE EXECUTIVE POWER

 

1. The President, as chief executive, is the most important government figure. The president negotiates foreign treaties and appoints government heads. He commands the armed forces and sends and receives diplomatic officials. In effect, he makes foreign policy. As head of the executive branch he sees, to it that laws enacted by the legislature are carried out. He is also the leader of his political party. The president and the vice-president are the only officials chosen in a nation-wide election.

2. According to the Constitution a president’s office is limited to two terms of 4 years each. It also describes how a president can be removed from office (impeachment procedure).

3. The executive branch consists of 13 departments and many independent agencies. The department heads (most of them called secretaries, except the Attorney General) form the president’s cabinet. The president has many sources of advice and assistance – both private and public, including representatives of the departments and agencies. He also relies very much on members of his own White House staff.

5. Almost three million civilians work in the departments and agencies of the executive branch. This number exceeds the total employed by America’s seven largest corporations. These government employees make up the federal bureaucracy. These are civil servants who are hired under a system in which merit and training are supposed to be the basis of employment and promotion. There are approximately ten thousand civil service job classifications which range from a bridge engineer to a clerk. 10% of these federal employees work in Washington D.C.; 6% work outside the U.S.; the rest are located throughout the states.

Text B. THE LEGISLATURE

 

The legislative branch of the federal government is represented by Congress. There are two houses of Congress: the Senate and the House of Representatives. The Senate is composed of 100 voting members, two from each of the 50 states. They are elected for a six-year term and the number of their terms is unlimited. The House of Repre­sentatives has 435 voting members in addition to two representatives from Puerto Rico and the District of Columbia who are not entitled to vote. The members of the House are called representatives or Congressmen (or congresswomen). They are elected for a two-year term.

Many members of the Congress are regularly re-elected, and so some of them serve for over 20 years.

The number of representatives from each state depends on the state population. Every ten years the U.S. Census reports the distribution of the population throughout the entire country. The congressional seats are then re-distributed accordingly. California claims the largest delegation. New York ranks second. Alaska, Nevada, and some others have only one representative.

Within Congress there exist party leaders who are selected by congressional party caucuses (party meetings).

Either house – the Senate or the House of Representatives may offer a bill (but only the House proposes finance bills). All bills are immediately referred to a legislative committee. These committees are organized by special areas such as education, agriculture, and foreign affairs. Each committee is made up of representatives of both parties and each committee has its own staff.

The committee responsible for a particular bill holds hearings on it. Experts appear before the committee and offer suggestions and opinions about the bill. After the hearings, the committee reports its recommendations to the House. These recommendations may include suggested changes in the bill, or the committee may propose an entirely new one. Committee recommendations are of great importance because, when the legislators vote on a bill, they usually follow the committee report. If a committee chooses not to consider the bill, the bill dies. It is nearly impossible for a bill to reach the House or Senate floor without first winning committee approval.

Following the committee action the bill is debated on the floor of each house. Then the vote is taken. A voice vote, the most common and the quickest, involves a general chorus or Yeas or Nays. The chairperson decides which side has the majority. In a roll-call vote each vote is recorded separately. If a bill is defeated in either house, it dies. If the House of Representatives and the Senate approve similar bills with some different provisions, both bills go to a conference committee, in which selected legislators work to adjust the differences.

The bill becomes law following one or several steps by the president. He may approve the bill and sign it; he may sign the bill with a statement expressing his disapproval; or he may simply not sign the bill, in which case it automatically becomes law after ten days. But if the president wants to prevent the bill from becoming law, he vetoes it. But the proposal may still become law if two thirds of each house of Congress then vote for it, thus overriding, or defeating the president’s veto. This does not happen often. The president may also use the «pocket veto» by withholding his signature within ten days of congressional adjournment.

1. The United Kingdom of Great Britain and Northern Ireland is a constitutional monarchy and a unitary state which is made up of the island of Great Britain (including England, Scotland and Wales) and of Northern Ireland (which consists of the County Boroughs of Belfast and Londonderry, and the counties of Antrim, Armagh, Down, Fermanagh, Londonderryand Tyrone – being part of the ancient Irish province of Ulster).
