This month, New York City set up one of Khaled’s machines. San Francisco, Seattle and Los Angeles have plans to do the same.

Khaled will study data from the cards to see what supplies people want and use. He will study whether the program helps people get off the streets.

Should the 2020 Census Ask About Citizenship?

Every 10 years, the government carries out one of its largest tasks.

It counts each person living in the United States.

That count is called the census. The next one is in 2020.

The census counts each person in the 50 states. It also counts each person in five U.S. island territories. Those include Puerto Rico, Guam and the U.S. Virgin Islands.

The census has been carried out since the nation’s earliest days. The first one was in 1790. It counted a little less than 4 million people. The count in 2020 will count about 330 million.

But the census is more than a final count of people. It is important for both political and economic reasons.

7.   Census data is used for four main things. It is used to: Decide the number of seats each state gets in the House of Representatives – Draw the voting districts inside the states – Help the government give out more than $675 billion each year in funding for things such as highways and schools – Help businesses choose where to locate and spend money.

A census form is sent out to each home. It asks a set of questions. It asks about the age and sex of each person living in the home. It asks about their education, jobs and how much money they make. It asks about the languages they speak. It asks about the size of their house or apartment. Planning for the census begins early. The set of questions on the form has to be written. People need to be hired and trained. These people go door to door to count those who do not return the form. The U.S. Census Bureau also needs time to let people know about their role in the count.

There is already a debate over the 2020 census.

The Justice Department has asked the Census Bureau to add a question about citizenship. That question has not been asked since 1950. Instead the government gets that data from a survey of parts of the total population.

Census officials are worried about two things. There is little time to add any questions to the form and test them. They planned to finish the form by the end of March. And they worry a question about citizenship status will keep some people from answering the questions.

People who are not citizens cannot vote. But they are part of the population. The number of seats in Congress to decided by total population and not the number of voters.

It is not legal for census officials to share the data with other agencies. For example, immigration officials cannot use it is detain people.

But critics say a question about citizenship could cause too few Hispanics to be counted. Then those people could get fewer services. They could get less support from the government.

Wilbur Ross leads the Department of Commerce. He controls the Census Bureau. Ross has not told the public what he things about the idea.

Baltimore City Councilwoman Helps Teens Who Attacked Her

Rikki Spector had served on the Baltimore City Council in Maryland for close to 39 years. In December 2016, two teenagers attached her. They tried to steal her car. The 80-year-old great grandmother ended up in the hospital. She was bruised. She had a black eye.

Jack Young was president of the city council. He visited Spector in the hospital. It made him very angry to think two teens would attack a small, older woman. He thought Spector would be made, too. But she wasn’t.

3.   “She was more about, ‘What can we do for them?’” Young said. “I was taken aback.”

Spector finished her last term on tbe council days after the attack. Since then, she has taken an active role in the lives of the two boys who attacked her. She is a mentor to them.

Spector is now 81. The boys who attacked her are now 14 and 16. Both boys spent time in youth detention centers.
