 Task 1. Read the text and decide whether these statements are true (T) or false (F).

 

1. The best known international organisation possessing international personality is the League of Nations.

The United Nations Organisation (UNO): The best known international organisation possessing international personality is the United Nations and it may be useful here to give a brief summary of the powers and principal organs of the UN. The Charter of the United Nations was signed on 26 June 1945, in San Francisco, at the conclusion of the United Nations Conference on International Organisation, and came into force on 24 October 1945. The Statute of the International Court of Justice is an integral part of the Charter.

The purposes of the UN are stated in Article 1 of the UN Charter:

1. To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace;

2. to develop friendly relations among nations based on respect for the principles of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace;

3. to achieve international co-operation in solving problems of an economic, social, cultural or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion; and

4. to be a centre for harmonising the actions of nations in the attainment of these common ends.

Membership of the UN is dealt with in Chapter II of the Charter. The original members are those States which participated in the United Nations Conference on International Organisation held in San Francisco, or who previously signed the Declaration by the United Nations in 1942, and who subsequently signed and ratified the Charter. There were 51 original members. Since then, well over 100 other States have joined in accordance with Article 4 and, with the admission of Palau in December 1994, there are now 201 Member States. Membership of the UN is open to all peace loving States which accept the obligations contained in the Charter. Admission follows a decision of the General Assembly upon the recommendation of the Security Council. During the early days of the Cold War, membership was refused on 12 occasions for political reasons. In the Admissions case (1948), the ICJ was asked by the General Assembly for an advisory opinion on the question of admission. It declared that Article 4 was exhaustive on the matter and that, if a State fulfilled those requirements, then the Security Council was under a duty to make a recommendation of membership to the General Assembly. Since that time, membership has not been refused on overtly political grounds.

The General Assembly has certain powers to suspend membership of States and, in cases of persistent violation of the UN Charter, a State can be expelled. As a result of its pursuance of a policy of apartheid, South Africa's membership of the UN was suspended in 1974. The only incident of expulsion relates to the Federal Republic of Yugoslavia, whose exact membership status remains unclear. By a resolution passed on 22 September 1992, the General Assembly declared that the representatives of the Federal Republic of Yugoslavia would no longer be allowed to participate in the work of the General Assembly. Some commentators argued that this amounted to expulsion from the UN but, in a letter from the Legal Counsel of the UN to the representatives of Bosnia and Croatia, written on 29 September 1992, it was stated that Yugoslavia's membership in the UN was not at an end and its seat and nameplate remained in the General Assembly.

Task 4. Translate the following sentences from Ukrainian into English:

 

Принципи міжнародного права займають особливе місце в системі норм міжнародного права та є найбільш важливими, загальними та імперативними. 2) Принципи міжнародного права мають вищу юридичну силу і універсальну сферу дії.
