Однако нормализация ситуации на рынке первичной недвижимости чревата одним малоприятным для потребителей нюансом — стоимость квадратного метра вновь начнет расти. Традиционно активность на рынке недвижимости начинается в весенний период. Однако эксперты успокаивают — есть надежда, что нынешней весной цены серьезно не вырастут, разве что в категории загородного жилья. «Застройщики пока только активно прощупывают рынок, поэтому едва ли рискнут повышать цены, чтобы не спугнуть клиента», — говорит Эмма Пономарева.

Но это — лишь весной. В дальнейшем рост неизбежен, считают аналитики. «На наш взгляд, вероятно увеличение стоимости квартир площадью до 50—60 кв. м в домах категории эконом-класса, так как они пользуются наибольшим спросом и раскупаются раньше остальных», — прогнозирует Эмма Пономарева.

«Если не будет какого-то глубинного кризиса, вроде рецессии 2008 года, цены на жилье уже не снизятся, — соглашается с коллегой управляющий партнер инвестиционной компании «УРСА Капитал» Хачатур Мурадов. — Недвижимость будет медленно, но верно расти. Жилье эконом-класса будет дорожать быстрее всего. Элитное жилье — серьезно, хотя и умеренно. Бизнес-сегмент — совсем слабо. Но рост будет».

Growing Afghan responsibility for the war serves a wider purpose

GRIM though much of the news from Afghanistan has been in recent weeks, American and Afghan negotiators have been doggedly at work removing the remaining obstacles to a deal that will do much to determine the country’s future after the bulk of foreign combat forces leave at the end of 2014. On April 8th General Abdul Rahim Wardak, Afghanistan’s veteran defence minister, and General John Allen, the American commander of the international coalition in Afghanistan, signed an agreement transferring leadership of special operations, particularly so-called “night raids”, to Afghans.

A wave of unrest after the recent American burning of copies of the Koran belonging to prisoners, as well as the shocking murder of 17 civilians by a rogue American army staff sergeant, may paradoxically have provided a spur for compromise, particularly on the American side. There are ambiguities in the Memorandum of Understanding (MoU) over what Afghan leadership and American “support” mean in practice, but there is no doubt that the agreement is a personal triumph for Afghanistan’s often ineffective president, Hamid Karzai.

The night raids are deeply unpopular among ordinary Afghans. Mr Karzai has long insisted that the raids, in which foreign troops often forcibly enter Afghan homes in search of insurgents, must either cease or be “Afghanised”. The raids, which the Americans believe are essential for gathering intelligence and capturing mid-level Taliban commanders, will continue much as before. Coalition people say that more than 97% of night operations involve Afghan forces and that almost 40% of night operations are already led by them.

In future, however, an Afghan co-ordination group made up of senior army, police and intelligence officers will review and approve all special-operations missions. What is more, only Afghan special forces may search houses and make arrests. The Americans will, however, continue to provide most of the intelligence, transport and firepower for special operations and, probably, a lot of the direction on the ground.

The deal over night raids comes exactly a month after agreement was reached on another longstanding issue offending Afghan sensibilities—who should be given responsibility for captured insurgents at Parwan, a giant American detention centre next to Bagram airbase, and other foreign-run detention centres. On March 28th an Afghan general was appointed to take command of Parwan. The transfer of all detainees to Afghan control is to be completed within six months of the signing of the MoU.

Chen Guangcheng

The great escape

THE STORY of how Chen Guangcheng, a 40-year-old blind villager, escaped through the prison-like security cordon surrounding his home and ended up hundreds of miles away in Beijing under American diplomatic protection will long be recounted as one of the most dramatic episodes in America’s dealings with China over human rights. After six days at the American Embassy, Mr Chen left “of his own accord”, the two governments said, to receive medical treatment in a Beijing hospital. Mr Chen, it was reported, would stay in China and be allowed to attend university. A subsequent report from Associated Press stated that Mr Chen left the embassy after threats were made against his wife.

Despite ubiquitous complaints by Chinese about human-rights abuses, there has only been one other known example of a dissident being granted protective custody by a foreign diplomatic mission in Communist-ruled China. That was in 1989, when Fang Lizhi, an astrophysicist accused by China of stirring up the Tiananmen Square unrest that year, was admitted with his wife to the American ambassador’s residence. Arrangements for their safe passage to America, where Mr Fang died last month, took more than a year. China is now a much stronger country and America far more anxious not to displease it. The announcement on May 2nd that Mr Chen had left the embassy (he checked into a hospital, accompanied by America’s ambassador, Gary Locke) appeared to signal at least a temporary compromise. But China also demanded an apology from America for taking Mr Chen into the embassy and gave no public guarantee of his safety.

Both countries were anxious that Mr Chen’s flight should not spoil their annual high-level “strategic and economic dialogue”, a two-day event which began in Beijing on May 3rd. They are being led on the American side by the secretary of state, Hillary Clinton, and the treasury secretary, Timothy Geithner, neither of whom want a human-rights case to overshadow discussions about issues ranging from a possibly imminent nuclear test by North Korea to global economic rebalancing. The timing was especially bad for China, which was already under enormous political stress following the flight of a senior provincial official to an American consulate in Chengdu in February and the dismissal it led to of a Politburo member, Bo Xilai.

Mr Chen’s journey began in the village of Dongshigu in Shandong Province, more than 500 km (300 miles) south-east of Beijing, where he had been kept under house arrest since his release at the end of a four-year jail term in 2010. Local officials have long been determined to silence Mr Chen, a self-taught legal worker who became widely known for championing victims of local injustice. Mr Chen particularly angered the authorities by exposing forced sterilisations and abortions involving thousands of women in connection with China’s one-child policy. No legal basis was ever produced for keeping Mr Chen confined to his home, nor for deploying dozens of thugs to keep visitors away, sometimes with violence. The goons appeared to enjoy backing from at least some leaders in Beijing.
