Precautions against Virus
It is identified that the ECDIS equipment which is connected to other systems with other Software and data transfer done via USB/CD can be infected by Virus Infection.
If ECDIS is fitted with Anti-Virus software then the ECDIS will automatically detect the Virus and if fitted with an alarm, same should trigger. However many Units in use do not have such functions.
The ECDIS if not fitted with an Internal Anti-Virus, it is prudent to ensure all Hardware, Eg ,USB Sticks and CD/DVD should be scanned prior every use for downloading chart correction or updation of charts before inserting into the ECDIS Unit.
These corrections received on the communication system should be transferred onto a stand-alone computer for ECDIS functions. The USB Sticks and CD/DVD should be labelled and kept separately and used only on the Stand alone computer and then connected to the ECDIS Unit for transferring data.
If the Correction is received through a broadband connection to the Communication Computer then it is essential for a Firewall to be present between the Communication Computer and the ECDIS Unit. In this case it is possible to download correction and updates automatically onto the ECDIS Unit.
Master must ensure strict adherence that the Stand Alone Computer, USB sticks and CD used for transferring data is not used for any other purpose. The Anti-Virus Protection is up to date in order to prevent any Malfunction of the ECDIS Unit.
Training of Navigating Officers
Each Navigational officer must have attended the IMO model course 1.27 for ECDIS operation in a flag state approved training facility prior his signing on. The training certificates must be available on board. An officer not certified to have attended the generic ECDIS IMO model course 1.27 is not permitted to stand a navigational watch and should not be assigned duties on a double ECDIS ship unless his duties exclude navigation.
On vessels equipped with double ECDIS and where ECDIS is the approved primary means of navigation, type specific ECDIS training must be provided to any navigational officer prior his signing on. If an officer was certified in the past then this will be accepted provided a training certificate for the maker / type of ECDIS installed on board has been made available to the Fleet Personnel Department. The shore based type specific training must be provided by a maker approved facility.
It is imperative that when using ECDIS as “secondary means” or as an “aid to navigation” then all navigating officers must be fully compliant with the training requirements and equipment must be fully approved and updated in all respects.
ECDIS type familiarisation focus should be upon achieving and demonstrating the necessary competencies in compliance with the flag state guidelines, ISM code and company SMS requirements. A few examples: (a) Companies can use the content of Nautical Institute ECDIS familiarisation check list when developing their own procedures, (b) manufacturer’s training and train the trainer concept can be successfully used across the fleet (Trickle down training i.e. one officer training another is not acceptable) (c) use of on line web based type familiarisation for officers ashore supplemented by on board familiarisation.
A four stage process of (1) ECDIS Generic training (IMO 1.27) (2) Company specific training (Sea staff, Auditors, Superintendents), (3) ECDIS type specific familiarisation and finally (4) Vessel specific familiarisation (ECDIS and its installation) should be considered.
The overall training should cover at a minimum the following aspects:
