Main activities in the personnel management system



The organization's personnel management is a purposeful activity, which involves determining the main directions of work with personnel, as well as the means, forms and methods of their management.

The personnel management system is a set of subsystems that reflect individual aspects of work with personnel and are designed to develop and implement an effective impact on it.

The personnel management system in an organization includes such elements as defining the goals and principles of personnel management, determining the object and subject of management, implementing general management functions and the main specific functions of personnel management, defining management methods and techniques, and approaches to determining the effectiveness of personnel management. Effective management also requires supporting personnel management subsystems. The relationship of the above elements is shown in Fig. 2

The personnel management system is a subsystem in the organization's management system, therefore, on the one hand, the goals of the personnel management system should be linked to the goals of the organization’s functioning and development; on the other hand, the goals of the personnel management system should be aligned with the needs of the organization’s employees.

Strategic and operational role of HR managementHR management performs two roles in the organization: strategic and operational. The strategic role is global, long-term, innovative. It proceeds from the fact that people become the key resource of an organization, and the competitive advantages of an organization, if properly managed, are associated with this resource. This role is realized through such activities as HR planning; developing legal issues related to managing people; study of labor trends; solving problems of mergers and acquisitions; promoting enterprise restructuring and size reduction; remuneration management.Strategic HR management provides the organization with a strategy for the planned development of human resources, which allows you to have trained personnel in accordance with the needs of the organization.The operational role is more consistent with the traditional view of the HR management. This is an administrative, short-term role associated with the various current activities of managing people and aimed at the implementation of the developed strategies. This role is realized through the following activities: recruitment and selection of staff to fill available vacancies; implementation of professional and social orientation and adaptation; review of accident safety reports; management of additional benefit programs; creating favorable labor relations in the team between staff and management; handling complaints; labor assessment.4. Stages of HR managementNote the stages of HR management.1. HR Planning - developing a plan to meet future human resource needs.2. Recruitment - the creation of a pool of potential candidates in all positions.3. Selection - assessment of candidates for jobs and the selection of the best from the reserve created during the recruitment.4. Determination of wages and additional benefits in order to attract, hire, motivate and retain the necessary workers.5. Vocational orientation and social adaptation - the introduction of hired employees into an organization, the development of their understanding of what the organization expects from them and what kind of work in it is recognized.6. Training - the development and implementation of work skills training programs necessary for the effective performance of work.7. Evaluation of labor activity - development of methods for evaluating activities and bringing them to the employee.8. Increase, decrease, transfer, dismissal - the development of methods for moving workers to positions with more or less responsibility, the development of their professional experience through rotation.9. Leadership training, career management - development of programs aimed at the development of skills and increasing the efficiency of managers.
