Give explanation to National Action Plan for Environmental Protection (NAPEP)



The Republic of Kazakhstan signed in 1992 and ratified in 1994 the UN Convention on Biological Diversity and in 1998 completed the development of an excellent National Environmental Action Plan (NEAP) in which biodiversity is an important component. For almost 3 years, starting from 1996, a large group of specialists worked on the development of a National Strategy for conservation and the sustainable use of biological diversity. The first part of this work was completed in the summer of 1998 by publishing the National Report of the Republic of Kazakhstan on Conservation and Sustainable Use of Biological Diversity. This document is a part of laborious and dedicated work of the authors, consultants and the Secretariat of this project. It contains not only a large volume of information on the status of biological diversity, but also the Strategy and Action Plans for conservation and sustainable use of natural resources in the near and long term. UNDP and the Global Environmental Facility (GEF) are pleased to have been sponsors. We sincerely look forward to full endorsement of the Report, Strategy and Plans. We shall continue our support and actions to collaborate with Government, NGOs, investors and donors in the follow-up.

The Strategy and action plans on conservation and sustainble use of biological diversity coverall issues of the Convention on the conservation. They have to facilitate the improvement 7 and support of peoples well being, productivity and diversity of ecological systems and promote objectives for the sustainable development of a society. The planning process has to involve participants, experts from the various areas of science and industry, the public sphere and as many representatives of the local governments as possible. When the planning process of the strategy has been completed, it has then to be made available for public consultation.

Describe realization of Kyoto protocol' aims in Kazakhstan

Kazakhstan joined the Kyoto Protocol in 2001. This March the Parliament of Kazakhstan ratified the Protocol, the President signed the law that came into force on September 17. During the forum Vice Prime Minister of Russia Igor Shuvalov said that even some G8 countries do not carry out their obligations. Our Government considers that signing of a document means its full implementation.

At the summit we discussed the issue of a new global agreement to cut greenhouse gas emissions after 2012. Kazakhstan will take part in the post-Kyoto process and assume obligations, which will be announced at the Bangkok meeting on the UN Framework Convention on Climate Change and Copenhagen Conference. By the Prime Minister's resolution there was formed a special commission consisting of the representatives of our ministry, ministries of energy and mineral resources, industry and trade, economy and budget planning in Kazakhstan. We should define the obligations we will undertake. It is a difficult task since very strict requirements can hinder industrial development, the Caspian shelf development and national economy as a whole. We can not accept obligations that can be assumed by small countries. Kazakhstan is the ninth-largest country in the world. We have the Caspian Sea, Northern Kazakhstan rich in coal and etc.

Decision on the status of Kazakhstan under the Convention and Protocol opens the way to ratification of the Kyoto Protocol by the Republic of Kazakhstan

. His speech included the key elements of our position and the plan of actions aimed to ratify the Kyoto Protocol.

Only an active position in implementing the economic mechanisms of the Kyoto Protocol can provide benefits to the government, public and business.
